Loveland Lead Agency (2021–2024)
While serving as the Lead Agency for Loveland Homelessness Systems Strategies, HWA achieved significant milestones, including:
Collaborative Systems Engagement Milestones
- Formation of Advisory Board known as the Loveland Homelessness Task Force
- Secured funds (grants and private donors) for programs in Loveland
- Completed service gap analysis
- Developed HMIS engagement and increased participation
- Integrated Loveland service providers into the regional HMIS database
- Point in Time count participation and oversight (PIT)
- Increased Loveland agencies participation in the NoCO CoC, CES (Coordinated Entry System – CAHPS)
- Held multiple listening sessions with people experiencing homelessness (PEH) in Loveland
- Established survey feedback opportunities for individuals with lived experience and (PEH)
- Community education presentations, surveys
- Delivered all documents needed and program outline support to the City of Loveland for the launching of the current and temporary Day Center
- Supported Safe Park initiative
- Developed a support strategy for people entering permanent supportive housing (PSH)
Task Force Accomplishments
During its operation, the task force had numerous accomplishments where it met and exceeded expectations, including:
- Data Dashboards: Created real-time homelessness data dashboards, ensuring Loveland’s representation in the Northern Colorado Continuum of Care (NoCO CoC) system.
- Street Outreach Program: Assisted with obtaining funding and facilitated the launch of a dedicated street outreach team in Loveland.
- Legislative & Policy Engagement: Successfully advocated for amendments to the city’s code to allow for homeless shelters in Loveland, which was approved on July 16, 2024.
- Community Engagement & Outreach: Conducted an extensive education campaign, including public meetings, canvassing, mailers, and presentations to key community groups and organizations.
- Weighted Survey: Magellan Strategies conducted interviews with 1,223 residents in Loveland, Colorado, from December 9th -12th, 2024. The overall survey responses have a margin of error of +/- 2.8% at the 95% confidence interval. Population subgroups will have a higher margin of error than the overall sample. The survey results were weighted to be representative of the population demographics in Loveland. Results included information supporting the need for homelessness response in Loveland.
- 63% of the community agrees basic needs such as food and shelter should be provided
- 67% agrees wrap-around support such as employment services, housing services, mental health and substance abuse programs and many others, should be provided
- 59% support the City of Loveland being part of a diversified funding source, supporting a resource center that provides wrap-around services and basic needs
- 24/7 Resource Center Site Selection & Due Diligence: Identified a property that met and exceeded established site requirements, secured and diversified private capital funding, identified potential operators and completed a due diligence process.
Permanent Supportive Housing – Saint Valentine Apartments (SVA)
Homeward Alliance (HWA) played a key role in the development and launch of Saint Valentine Apartments, Loveland’s first Permanent Supportive Housing (PSH) community. This project represents a milestone in our region’s commitment to ending homelessness and providing stable, long-term housing for individuals in need.
At the request of Catholic Charities Housing (CCH), HWA was brought in to support the development and implementation of this critical initiative. As this was the first PSH project for CCH, HWA leveraged its deep expertise to ensure the project’s success, collaborating with key partners including Blue Line Development (project management consultant) and the Loveland Housing Authority (LHA).
Our contributions included:
- Helped design the Tenant Selection Plan (TSP): Ensuring fair and equitable leasing through best practices aligned with the Coordinated Assessment and Housing Placement System (CAHPS).
- Developed Policies & Procedures: Drawing from proven models across the region, HWA provided comprehensive policies and procedures, and best practice program development, tailored to the unique needs of Saint Valentine Apartments.
- Lead Service Coordination & Case Management: HWA spearheaded supportive services, including case management, front desk operations, collaborated with and created partnerships with organizations like Sunrise Community Health, SummitStone Health Partners, and Loveland Public Library for enhanced access to medical care, digital literacy, and peer support.
- Fostered a Sustainable, Client-Centered Model: With a strong foundation of wraparound support services, the project is designed to promote long-term housing stability and well-being for residents.
Saint Valentine Apartments is a testament to the power of collaboration, innovation, and compassion in addressing homelessness. While HWA has handed off the service provision to CCH, HWA remains committed to championing Permanent Supportive Housing projects as a proven solution for individuals experiencing chronic homelessness in Northern Colorado.
